Alexander Borisovich, four years have passed since the organization of the Council of Legislators of the Russian Federation. Do you think this project justified its purpose?

Without a doubt. Council of legislators - first of all good opportunity conduct an open and meaningful dialogue to develop joint solutions on issues of common interest to the regions. The very topic of discussion already testifies to the importance of such interaction: interbudgetary relations, the implementation of the president's message, economic and social development... The spectrum is quite wide.

Acute problems are not hushed up. The view of federal colleagues is like a panoramic survey, covering this or that issue as much as possible, while the regions look pointwise, each from its own angle. This approach allows us to solve problems more efficiently. In addition, we actively exchange various developments. With a commonality of strategic approaches, each subject has its own specifics, which are interesting to colleagues. In a word, there is something to take on board.

The accumulated experience of interaction gives rise to new formats of joint work. At meetings of the council, parliamentarians get the opportunity to address the highest officials of the state, which helps to resolve issues important for each territory, for its inhabitants. In other words, the council is the platform where the voice of one region becomes heard by everyone.

One of the tasks of the Council of Legislators is to organize interaction between the Federation Council of the Russian Federation and the legislative bodies of state power of the constituent entities of the Russian Federation. How is this problem solved in practice?

Let me explain with examples. As you know, the budgets of all levels today are formed according to the program-target method. But until recently, regional deputies could not consider state and targeted programs. We actively pursued this right. The Duma of the Astrakhan region went to the State Duma with a corresponding legislative initiative. In addition, we took the opportunity to turn to VV Putin at a meeting with the Presidium of the Council of Legislators. We were supported by V. I. Matvienko. Appropriate changes were made to the legislation, and now deputies have the opportunity to fully determine the socio-economic policy of their regions.

Next example. The heads of regional legislative assemblies initiated a meeting with the Minister of Agriculture A.N. Tkachev to convey the arguments of the regions on the need to develop a federal program for import substitution of agricultural products. In this document, we proposed to indicate the volume of production of a particular type of product for each territory. In fact, we are talking about a government task, supported by appropriate funding. For example, in the Astrakhan region, in order to increase the production of vegetables, additional funds are needed to purchase equipment and organize irrigation.

Federal legislation does not always take into account the specifics of the regions. Often, important and necessary laws, after a number of amendments are made, run counter to regional interests. At the suggestion of the Astrakhan residents, we voiced the need to monitor the enforcement of laws across the entire vertical: from the federal center to specific settlements. Life shows that slippage occurs at the stage of their implementation. It is important to identify such moments in a timely manner and make adjustments. The algorithm of the relationship between federal and regional parliamentarians is also important. Today, it is vital to speed up the process of consideration of legislative initiatives from the subjects of the Federation.

Here are similar pain points we voice it at meetings of the Council of Legislators, jointly look for ways to solve problematic issues. Much can be done. So the regional deputies are active and full-fledged players in the Russian field of lawmaking.

- How does your work in the Council of Legislators help you solve the problems of the region?

At the beginning of last year, the Duma of the Astrakhan region turned to the government of the country with a request to increase the allowable share of foreign workers from the allowed 50 to 80 percent for the period of agricultural harvesting. This is due to the fact that the main type of agricultural activity in the region is crop production. Farmers are actively introducing new modern technologies, update the fleet of machinery and equipment, however, the share manual labor in crop production remains high. The lack of labor resources during the harvest period is filled mainly through the implementation of employment programs, student groups and the attraction of foreign labor from the CIS countries. Initially, our proposal did not find a full understanding, and only when we again drew the attention of federal colleagues to this problem at the Presidium of the Council of Legislators, the issue was resolved positively.

Also last year, not without the help of the council, we managed to allocate additional funds to the Astrakhan region for pumping water into reservoirs suffering from drought. Last summer, due to a low spring flood, a number of western substeppe ilmens of the Volga delta dried up. This situation not only worsened the ecological situation in the region, but could also lead to interruptions in the water supply to settlements.

To soften Negative consequences low flood, 3.6 billion rubles were allocated from the regional budget for these purposes. But without the help of the federal center, we would not have coped. Through the joint efforts of the legislative and executive authorities of the region, federal deputies and senators from the Astrakhan region, we managed to draw the attention of the head of state to the problem of low water.

What are the tasks facing the Commission of the Council of Legislators headed by you on issues of interbudgetary relations and tax legislation?

However, the commission is also considering other issues. For example, we are currently working on the issue of deoffshorization Russian economy. Deoffshorization is one of the sources of replenishing the budget, and today it is very important to keep capital from fleeing offshore.

A number of initiatives concerned the refinement of the methodology for distributing subsidies to equalize the budgetary provision of the regions. The Commission has repeatedly raised the issue of property tax benefits for organizations that have power lines, railways and main pipelines on their balance sheets. As a result of such tax breaks, the regional budgets received less significant funds. Together, they managed to convince the federal center of the need to compensate for these losses, and appropriate changes were made to the Budget Code, which gave the regions the right to independently determine the tax rate.

Despite the fact that the topics of the issues discussed at the commission are very diverse, 80 percent of the discussions relate to changing the logic of interbudgetary relations. Alas, the topic has not lost its relevance for the past ten years, namely from the moment when tax revenues began to be distributed not in favor of the regions. Let me remind you that earlier 40 percent of collected taxes went to the country's budget, and 60 percent remained in the regional treasury. Now - on the contrary.

With all the desire of the government to make interbudgetary relations an incentive economic development regions today we are seeing the opposite. More than 80 percent of subjects are subsidized. Yes, the subjects of the Russian Federation have been transferred taxes for the use of water and biological resources, excises on motor gasoline, but at the same time, five percent of the MET has been taken away from the regions (now all 100 percent go to the federal budget). Such castling blocked the incomes that came to the regions.

All members of the commission supported the proposal of the Duma of the Astrakhan region to compensate for the losses to regional budgets due to changes in federal legislation. For example, exemption from property tax in respect of real estate located on the continental shelf. In our opinion, it is not entirely reasonable to support the industry only at the expense of the regions. The same applies to the situation with the income tax during the development of deposits, which since 2016 has been completely withdrawn to the federal treasury. Because of such decisions, the budget of the Astrakhan region lost several billion. As a result, even a territory as rich in natural resources as ours did not have enough funds to cover its own budgetary obligations.

I agree that it is necessary to help those who work - and collect taxes, and administer skillfully. If the region is directly involved in attracting investments, and even bears a very serious burden on the development of related infrastructure, then it should receive its share from the success of this process.

Along with the share of income leaving the regions for the center, the volume of powers transferred to the regional level is also growing. Often they are not supported financially. And in combination with general trend to strengthen control over the implementation of laws, the situation in many regions is heating up. We believe that the practice of transferring powers to the regional and municipal levels without the sources of funding necessary for their implementation should be eradicated. We tried to use as many public platforms as possible to draw attention to this problem, and not only within the commission.

- Does the commission have specific proposals for changing the existing system of interbudgetary relations?

The Commission introduced a package of specific measures to get out of the tough financial situation, to attract additional sources of replenishment of regional budgets. One of them is to transfer five percent of deductions from the hydrocarbon production tax to the treasury of the subjects. A number of initiatives concerned the refinement of the methodology for distributing subsidies to equalize the budgetary provision of the regions. We proposed that less than 80 percent of the total amount of allocated subsidies be distributed among the subjects precisely by the federal budget law. Otherwise, it is difficult to plan and effectively manage funds.

The system of co-financing conditions also needs to be adjusted in the ratio of approximately 30 percent to 70. It means that the regions will have to allocate for the implementation government programs 30 percent, the rest - at the expense of federal funds. Today the situation is reversed. The terms of co-financing are constantly tightening. In some cases, the regional share reaches 95 percent, which is not always affordable for the subjects. As a result, the implementation of the planned activities is in jeopardy. In the Astrakhan region, we encountered such a problem when implementing the programs “ Pure water"and" Resettlement of citizens from emergency housing stock ".

And, of course, it is necessary to revise the existing scheme of tax distribution between the regions and the federal center. And if we are not talking about returning to the previous scheme, then we can at least come to a ratio of 50 to 50. That would be fair.

Undoubtedly, the regions need to work on their own, develop the economy more actively, and increase the tax base. But we will be able to fully utilize the entire resource potential through the improvement of the legal space. And this is the good will of our federal colleagues, with our active participation and assistance.

Our meeting is taking place on the eve of the Day of Russian Parliamentarism, and I would like to sincerely congratulate you on this holiday.

The council of legislators gathered again here, in the Tauride Palace, the historical palace where the first State Duma of Russia began its work 111 years ago.

The tradition of holding meetings here symbolizes the historical continuity in parliamentary activities. This is very important, because the bodies of democracy in our country had a very difficult path of formation and development.

Today, a stable system has been created that meets the modern criteria of parliamentarism; legislative and representative bodies of all levels are actively working: from Federal Assembly to the regional parliaments that you represent and the municipal councils.

And the main thing is that in our society respect for parliamentary activity, for the representative body of power in the localities, in the regions, in the country as a whole is affirmed.

The Council of Legislators was created primarily to analyze the best regional practices, share experience and develop effective legislative solutions.

A variety of issues are discussed here, and you are not limited to those that are relevant only for residents of one or another region of the country. You are approaching common, nationwide problems, I know this from the experience of previous meetings, you offer your legislative recommendations and at the same time take into account the positive experience of your colleagues. This is a very good, reliable and popular platform.

Every year the Council is gaining strength. We see that his work is useful for both federal and regional legislators. You have already done a lot to improve the legislative process, to improve the law-making culture. However, and we also know this very well, not all problems have been solved yet.

Until a comprehensive systems approach to the creation and adjustment of the legislative framework. Bills do not always have a deep comprehensive study. Insufficient consideration is given to scientific and expert opinions; not outlived, unfortunately (actually, this is partly only your fault, it is also the fault of your colleagues from the executive authorities), haste, unreasonable storming and even fuss. Why I say that this is mutual fault: this is due to the fact that life presents more and more new tasks, they very often arise unexpectedly.

And of course, the legislative bodies themselves want to quickly formulate the rules of conduct in a particular situation that is developing in society in a region or in the country as a whole, but the executive branch often pushes: faster, faster, faster. But together we argue in a primitive way: the sooner laws are adopted, the better, and only then we will add something, correct it. These adjustments, it happens, then continue for years - and up to a dozen or more of any amendments. Hence, there are many problems and failures in law enforcement practice.

Ensuring the stability and predictability of legislation remains one of the key tasks. A certain complexity of its solution lies in the fact that it is necessary to constantly take into account the demands and needs of society, citizens.

Power, both legislative and executive, works for the people, serves them. And you need to have high professionalism in order to pass laws that are in demand by society and harmoniously fit into common system legislative process, into the legislative framework.

Your Council manages to contain many of the inappropriate, erroneous or redundant legislative initiatives. But I believe that this line of work should be strengthened many times over, and not only in the process of Council meetings, but also in the field in daily activities.

Of course, everyone wants to look decent, everyone wants to make a decision, from which manna from heaven will fall tomorrow, but it will not fall, this miracle will not happen. Decisions must be balanced, they must be based on realities, on our capabilities and the needs of society.

I will add that you need to meet people as often as possible, talk with them, understand their position. This applies to any issue that needs to be decided. I would like to stop at one of them.

2017 is, as you know, the Year of Ecology in our country. Let me also remind you that a large-scale goal has also been defined - Russia's gradual transition to a model of environmentally sustainable development. In this regard, there are a number of issues on our agenda, including a radical reduction in emissions of harmful substances into the atmosphere, waste disposal, and addressing issues of energy conservation, improvement of cities and villages.

All this requires the legislators of the regions to be attentive, very attentive to environmental issues and, of course, to consult with residents, with civil society structures, but also with business communities, with business associations. This, you know, is such a task, two sides of the coin: on the one hand, you don’t want to production, you can’t crush it with unreasonable demands; on the other hand, one cannot forever remain within the framework of the old norms that restrain production itself and aggravate environment worsen the living environment for people. Environmental issues concern everyone, and they need to be addressed by the whole world.

In conclusion, I would like to congratulate you on the approaching our main holiday, Victory Day. Preparations for it are in full swing. The regions now have many tasks, and the most important of them is to timely eliminate the problems that veterans may have. Each of them must be surrounded by constant care. I have no doubt that the May holidays will pass with dignity everywhere, in fact high level.

V. Matvienko: Dear Vladimir Vladimirovich ! Vyacheslav Viktorovich! Dear Colleagues!

Vladimir Vladimirovich, first of all I would like to thank you for your traditional meetings with members of the Council of Legislators on the eve of the Day of Parliamentarism. For us, this is of great importance. This is an opportunity for the leaders of regional parliaments to directly ask questions, communicate with you, hear your approaches, your vision.

In addition, such meetings also have a practical component. As a result of our meetings, you always sign a list of instructions that are strictly carried out.

I will give one example. At our last meeting, the Chairman of the Parliament of the Kamchatka Territory raised the issue of the need to adopt a law on the registration of fishing companies engaged in coastal fishing in the territory of the subjects Russian Federation where they do this catch. This is probably the only such case in terms of speed, when on July 3 you already signed the law that introduced this rule. This plays a huge role for the Far Eastern regions, because these are jobs, these are taxes to the budgets, this is the streamlining of all this activity under the control of the subjects. I could give many such examples today.

This year the Council of Legislators turns five years old. The term is short, but we can already confidently say that this is a very influential, very useful and necessary body of the Federal Assembly. Together we coordinate legislative work between federal and regional legislators.

We take into account the opinion of the region in our legislative process, this is very important. Chairmen of regional parliaments are actively involved in this work. This has become a good system "elevator" for promoting regional legislative initiatives on the federal agenda.

We have a constant dialogue between federal and regional legislators, which is extremely important for strengthening federal relations. In particular, within the framework of the Council of Legislators, we have established close interaction between the State Duma and the Federation Council, we have no disagreements, we often argue, we prove something to each other, but we always carefully listen to each other’s opinion and ultimately find a compromise solution, which is expressed in this or that law.

Today it is obvious that the responsibility for the effective economic and social development of the regions equally lies with governors, governments in executive bodies, and with regional parliaments and their chairmen. Where this is understood, where there is a constructive interaction between the governor and the regional parliament, where there is a respectful attitude towards deputies, where their opinions and positions are taken into account, and parliaments consist of different deputies, different parties, different movements - in such regions, as a rule , and the results are much better. And most importantly, a favorable atmosphere is being created for both business and investors, and a more stable situation in the regions as a whole.

The example you are setting is regular meetings with the heads of regional parliaments – I think some governors will heed this experience and interact more actively with regional parliaments.

Last year was, one might say, a landmark in terms of the development of regional policy. On your instruction, a meeting of the Security Council was held, before which you yourself personally held a number of such kick-off meetings. As a result, in pursuance of the decisions of the Security Council and your instructions, new foundations of the state regional policy until 2025 were approved, already up-to-date, adapted to the new realities.

The Government approved an action plan for the implementation of these foundations, instructed the Government to annually submit to the President a report on the implementation of the foundations of regional policy, economic and social development of the regions, and also inform upper house, Chamber of Regions, annually on the results of economic and social development for dialogue in the upper house.

For the Federation Council, the strengthening of federal relations, the creation of conditions for leveling the disproportion of regions in the economic and social development– this is the main priority for us, as for the Chamber of Regions.

Today, at the Council of Legislators, one of the items on our agenda will be the consideration of a report on the status and main directions for improving Russian legislation in the field of state regional policy in the Russian Federation.

This is the instruction of the Security Council to us. This report was prepared jointly by both chambers: the Federation Council, the State Duma. It was attended by the heads of all regional parliaments, regional parliaments.

It seems to us that this document is solid, but after today’s discussion at the Council of Legislators, we will further refine it, finalize it and, as expected, present it to you by May 30, as expected, in terms of implementing the decisions of the Security Council. For us, on the topic of regional policy, this document will become such a road map for the coming years. There is something to improve, there is something to work on. This process has not yet been fully completed.

Vladimir Vladimirovich, in October this year, an important international parliamentary event will take place in St. Petersburg: the 137th session of the Inter-Parliamentary Union will be held. This is one of the oldest, or rather, the oldest international parliamentary forum, which includes the national delegations of 173 states.

I want to thank you again for supporting this idea. We were very pleased to see at the session of the Inter-Parliamentary Union that the absolute majority of national delegations supported the idea of ​​holding the 137th Assembly in Russia. This is an assessment of already experience, and the support of the Russian Parliament, and of course, the attitude towards our country.

An organizing committee has already been set up by your order. I want to thank all the heads of the federal authorities, I want to thank the Governor of St. Petersburg Georgy Sergeevich Poltavchenko. We are already very active preparatory work, we want to hold this event at the highest level, to hospitably welcome our guests.

We proposed such a positive, constructive, non-confrontational, unifying agenda. And I am sure that all the national delegations that will come will see with their own eyes Russia, St. Petersburg and hear first hand the priorities of our foreign policy, domestic policy, the way Russia defends certain interests in the world.

In addition, we had the idea at this assembly to take a decision, an appeal to the United Nations to approve international day parliamentarism. If you open the UN calendar, there is also Groundhog Day, which is not there, but there is no International Day of Parliamentarism. It seems to me that in the world, and especially in the current conditions, the role of legislative and representative authorities is in great demand and the authority of the world's parliaments is growing. And it will be right if the United Nations includes the International Day of Parliamentarism in its calendar of honorable dates. We, the Federal Assembly and the Inter-Parliamentary Assembly, came up with such an idea and we are sure that we will be supported.

V. Volodin: Dear Vladimir Vladimirovich! Dear Valentina Ivanovna! Dear Colleagues!

One of the priorities of the work of the Council of Legislators under the Federal Assembly is to make our legislative base more stable and systematic, to improve its quality of lawmaking and the effectiveness of law enforcement.

The importance of this work was just emphasized in the speech of the President of the Russian Federation. To solve these problems, close interaction between the Federal Assembly and the legislative assemblies of the regions, with the Government of the Russian Federation, dialogue and coordination is necessary.

Dear Vladimir Vladimirovich!

In continuation of the conversation, I would like to propose a number of approaches that we discussed at the Council State Duma, with deputies.

We believe that the use of these approaches will make it possible to more effectively implement the tasks set in the Address of the President of the Russian Federation.

The established practice is that the Message of the President of the country, although addressed to the Federal Assembly, is more perceived as instructions, first of all, to the executive branch.

And the deputies will then wait until the Government prepares the bills and submits them to the State Duma. Only then will the discussion begin. Even after the adoption of the necessary laws, as a rule, by-laws are developed and adopted for another year. And then they begin to adopt regional laws and other decisions at the level of subjects of the Federation.

In our opinion, this reduces the effectiveness of work on the implementation of the President's Address. We do not have such a reserve of time to build work in this way.

In this regard, we consider it necessary that the work should be built more efficiently both in the preparation of draft laws on the implementation of the President's Address at the federal level with the Government, and simultaneous interaction with regional legislative assemblies.

This, firstly, will improve the quality of decisions. Secondly, it will speed up their adoption. And, thirdly, it will allow starting at the early stages of work to prepare draft laws at the regional level. And, ultimately, such an approach will create a systematic basis for the effective implementation of all the tasks of the President's Address.

The State Duma has already created working group on legislative support for the implementation of the Address of the President, a preliminary work plan has been formed, about 70 bills have been collected for priority discussion only.

In order to organize the work systematically, we suggested that our colleagues from the regions think about creating similar working groups in all legislative assemblies of the constituent entities of the Russian Federation.

Working groups have already been created in 10 legislative assemblies of the constituent entities of the Russian Federation, among them: the Altai Regional Legislative Assembly, the Volgograd Regional Duma, State Assembly- Kurultai of the Republic of Bashkortostan, legislative assemblies of the Tver, Penza, Rostov regions, the Legislative Assembly of the Krasnodar Territory, the Legislative Assembly of the Republic of Karelia, the Moscow City Duma, the Moscow Regional Duma.

This will allow discussing specific issues of legislative support and implementation of the Address more effectively and taking into account the specifics of the situation on the ground. To do this in dialogue with the deputies of the regional and municipal levels, representatives of various social spheres and business community.

Due to this organization of work, constant feedback, we will be able to reach a fundamentally different dynamics of work, to a different quality.

Dear Colleagues!

Another very important indicator of our work is responsibility in decision-making. In this regard, I cannot but touch upon one more issue, which was very clearly posed by the President in his Address. It's about quality and availability. medical care, the problem of reducing feldsher-obstetric stations (FAPs), primarily in the countryside.

Yes, for last years we were able to do a lot in the development of medicine, including the development of a modern system of high-tech medical care that meets all international standards.

But, as for the primary link, here, including due to our shortcomings, colleagues, due to the lack of control and the quality of decisions made, problems and serious problems have arisen. They did not hear the people, their anxieties, requests, and precisely the representative government. Due to the formal and "paper" approach to business, many medical institutions were closed.

The tasks of restoring the walking distance of primary health care in the Message were set by the President.

Of course, there will be a program, funds will be allocated. But our task is not to repeat the mistakes.

It is important not only to build and equip FAPs with medical equipment. Without this, of course, they will not work. But the main thing without which the primary health care network will not be able to work is without medical personnel. No doctor, no paramedic, no nurse.

Today, there is a shortage of paramedical personnel in FAPs and outpatient clinics in many regions - more than 200 thousand people. And after the restoration of the primary link network is ensured, this problem will become even more acute, and, first of all, in rural areas.

In this regard, we propose to give this issue Special attention: to form this year a program of targeted recruitment and targeted training of paramedical personnel for primary health care. It would be right to hear and discuss these issues in the regional legislative assemblies.

The implementation of the tasks of the message is a work where the contribution of everyone is important: the executive branch, the legislative branch, the federal center, and the regions.

In his Address to the Federal Assembly, the President raised the issue of the need to return to the topic of the procedure for determining the cadastral value of citizens' property in order to prevent its excess over the market one. The calculation should be fair, and the cost should be affordable for people.

As a result of the Address, relevant instructions were given.

This is just a topic that is unrealizable without regions. Requires adaptation federal laws, and you just said about this, Vladimir Vladimirovich, under the local situation, its features. After all, the final cadastral value is determined by the constituent entities of the Russian Federation.

In this regard, we propose, together with the groups created in the regional Legislative Assemblies for the implementation of the Message, to analyze the implementation in different subjects of the Russian Federation of the current version of the law "On State Cadastral Valuation". Identify typical problems and causes of distortions in determining the cadastral value of property in the field.

This will then allow the Government to take into account the results of this monitoring. And we, together with our colleagues from the Federation Council, will be able to make adjustments to the legislation.

In order to increase the effectiveness of representative institutions, we need to look for new modern forms of work in other areas. It is important that the deputies, in their activities, immerse themselves in the country's development agenda, better feel the issues that exist in the economy, social policy, and regional development. Through this comes more understanding of responsibility in their decision.

This week, on Monday, we implemented a new format of work, held the first visiting meeting of the Council of the State Duma, the leaders and deputies of all parliamentary factions, representatives of relevant committees of the State Duma, the region, and business participated.

The meeting was held in the Yamalo-Nenets autonomous region, in the village of Sabetta. The largest project supported by you, Vladimir Vladimirovich, in 2010, when you were Prime Minister, is being implemented there.

In a very short time, by the standards of such projects, and in difficult conditions, it was possible to create a modern production. A new powerful center of economic growth and development of the Northern sea ​​route and global competitiveness of Russia. Tens of thousands of new modern jobs have been created not only in Yamal, but throughout the country.

Our trip to Sabetta was very rewarding and productive. We saw a lot with our own eyes, heard from experts. These are, in fact, orders to deputies from the industry, from those who work and develop Yamal and the whole country today.

There is a clear request, and we heard this, for solutions to remove barriers and create additional conditions for the implementation of such large and important investment projects for the country.

I. General provisions

1. The Council of Legislators of the Russian Federation under the Federal Assembly of the Russian Federation (hereinafter referred to as the Council of Legislators of the Russian Federation) is an advisory and advisory body attached to the chambers of the Federal Assembly of the Russian Federation.

3. The Council of Legislators of the Russian Federation acts on the basis of the principle of equal rights for members of the Council of Legislators of the Russian Federation.

4. This Regulation and amendments to it are approved by the decision of the Council of Legislators of the Russian Federation.

II. The main tasks of the Council of Legislators of the Russian Federation

5. The main tasks of the Council of Legislators of the Russian Federation are:

determination of priorities for improvement and directions for the development of federal legislation and legislation of the constituent entities of the Russian Federation that ensure the implementation of state policy;

assistance to the chambers of the Federal Assembly of the Russian Federation and the legislative (representative) bodies of state power of the constituent entities of the Russian Federation in resolving practical issues of legislative support for the implementation of state policy;

improving the interaction of the chambers of the Federal Assembly of the Russian Federation with the legislative (representative) bodies of state power of the constituent entities of the Russian Federation, with the President of the Russian Federation and the Government of the Russian Federation on issues of legislative support for the implementation of state policy;

improvement of procedures and mechanisms to ensure the effective participation of the legislative (representative) bodies of state power of the constituent entities of the Russian Federation in the process of considering draft laws of the Russian Federation on amendments to the Constitution of the Russian Federation, draft federal constitutional laws and draft federal laws by the chambers of the Federal Assembly of the Russian Federation;

interaction in the main areas of its activities with advisory and advisory bodies under the President of the Russian Federation, the Government of the Russian Federation, the chambers of the Federal Assembly of the Russian Federation, as well as with other interested bodies and organizations;

exchange of experience between the chambers of the Federal Assembly of the Russian Federation and the legislative (representative) bodies of state power of the constituent entities of the Russian Federation;

improving the quality of draft federal laws prepared by the legislative (representative) bodies of state power of the constituent entities of the Russian Federation for submission to the State Duma (hereinafter referred to as draft legislative initiatives).

III. Composition and structure of the Council of Legislators of the Russian Federation

6. The composition of the Council of Legislators of the Russian Federation includes:

Chairman of the Federation Council of the Federal Assembly of the Russian Federation (hereinafter referred to as the Chairman of the Federation Council);

Chairman of the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the Chairman of the State Duma);

First Deputy or Deputy Chairman of the Federation Council;

First Deputy or Deputy Chairman of the State Duma;

Chairmen of the legislative (representative) bodies of state power of the constituent entities of the Russian Federation;

chairmen of committees of the Federation Council and chairmen of committees of the State Duma;

7. The Council of Legislators of the Russian Federation is headed by two co-chairmen of the Council of Legislators of the Russian Federation, who ex officio are the Chairman of the Federation Council and the Chairman of the State Duma.

8. The Council of Legislators of the Russian Federation, in order to ensure the continuity of its activities, prepare and implement decisions adopted by the Council of Legislators of the Russian Federation, forms the Presidium of the Council of Legislators of the Russian Federation and commissions of the Council of Legislators of the Russian Federation, which are permanent working bodies of the Council of Legislators of the Russian Federation.

9. The co-chairs of the Council of Legislators of the Russian Federation have two deputies. Deputy co-chairs of the Council of Legislators of the Russian Federation are the First Deputy or Deputy Chairman of the Federation Council, First Deputy or Deputy Chairman of the State Duma, who are members of the Council of Legislators of the Russian Federation on the basis of the order of the Chairman of the Federation Council of the Federal Assembly of the Russian Federation and the order of the Chairman of the State Duma of the Federal Assembly of the Russian Federation, respectively .

10. The Council of Legislators of the Russian Federation and the Presidium of the Council of Legislators of the Russian Federation have the right to create temporary working groups.

11. The Council of Legislators of the Russian Federation may, by its decision, delegate the exercise of certain powers to the Presidium of the Council of Legislators of the Russian Federation.

12. The executive secretaries of the Council of Legislators of the Russian Federation shall be ex officio the Chief of Staff of the Federation Council and the Chief of Staff of the State Duma, or persons authorized by them.

IV. Co-Chairs of the Council of Legislators of the Russian Federation

13. Co-Chairs of the Council of Legislators of the Russian Federation:

convene meetings of the Council of Legislators of the Russian Federation and its Presidium, including extraordinary ones;

form a draft agenda for the meeting of the Council of Legislators of the Russian Federation (as agreed);

conduct meetings of the Council of Legislators of the Russian Federation and its Presidium (as agreed);

sign decisions of the Council of Legislators of the Russian Federation and its Presidium;

organize the work of the Council of Legislators of the Russian Federation and its Presidium (as agreed);

submit for approval by the Presidium of the Council of Legislators of the Russian Federation a draft work plan for the Council of Legislators of the Russian Federation and its Presidium;

distribute duties between the deputy co-chairs of the Council of Legislators of the Russian Federation on the activities of the Council of Legislators of the Russian Federation;

give instructions to the executive secretaries of the Council of Legislators of the Russian Federation on the activities of the Council of Legislators of the Russian Federation;

represent the Council of Legislators of the Russian Federation in relations with the President of the Russian Federation, federal state authorities, state authorities of the constituent entities of the Russian Federation, bodies local government, parliamentary associations of subjects of the Russian Federation, international parliamentary organizations, public associations;

resolve other issues of organizing the activities of the Council of Legislators of the Russian Federation and its Presidium.

The co-chairs of the Council of Legislators of the Russian Federation or, on their instructions, one of the deputy co-chairs of the Council of Legislators of the Russian Federation shall submit to the Council of Legislators of the Russian Federation information on the activities of the Council of Legislators of the Russian Federation for the past period.

V. Deputy co-chairs of the Council of Legislators of the Russian Federation

14. Deputy co-chairs of the Council of Legislators of the Russian Federation:

replace the co-chairs of the Council of Legislators of the Russian Federation in their absence, on behalf of the co-chairs of the Council of Legislators of the Russian Federation, hold meetings of the Council of Legislators of the Russian Federation;

coordinate the activities of the commissions of the Council of Legislators of the Russian Federation, resolve other issues of the internal regulations of the activities of the Council of Legislators of the Russian Federation;

on behalf of the co-chairs of the Council of Legislators of the Russian Federation, they sign decisions of the Council of Legislators of the Russian Federation and its Presidium;

organize preparations for meetings of the Council of Legislators of the Russian Federation and its Presidium;

interact with the legislative (representative) bodies of state power of the constituent entities of the Russian Federation, parliamentary associations of the constituent entities of the Russian Federation on the activities of the Council of Legislators of the Russian Federation;

organize the preparation of a draft work plan and draft agendas for meetings of the Council of Legislators of the Russian Federation and its Presidium, the preparation of information and other materials for meetings of the Council of Legislators of the Russian Federation and its Presidium, as well as the preparation of draft relevant decisions;

exercise control over the activities of the Council of Legislators of the Russian Federation and its bodies;

carry out the instructions of the co-chairs of the Council of Legislators of the Russian Federation;

exercise, on behalf of the co-chairs of the Council of Legislators of the Russian Federation, other powers on the activities of the Council of Legislators of the Russian Federation.

VI. Executive Secretaries of the Council of Legislators of the Russian Federation

15. Executive Secretaries of the Council of Legislators of the Russian Federation:

organize work to ensure the activities of the Council of Legislators of the Russian Federation, the Presidium of the Council of Legislators of the Russian Federation, commissions of the Council of Legislators of the Russian Federation and temporary working groups;

interact with public authorities, other government bodies, local self-government bodies, public associations on issues of ensuring the activities of the Council of Legislators of the Russian Federation and its Presidium;

carry out the instructions of the co-chairmen of the Council of Legislators of the Russian Federation and their deputies.

VII. Presidium of the Council of Legislators of the Russian Federation

16. The Presidium of the Council of Legislators of the Russian Federation is a permanent working body of the Council of Legislators of the Russian Federation.

The Presidium of the Council of Legislators of the Russian Federation includes:

co-chairs of the Council of Legislators of the Russian Federation who are co-chairs of the Presidium of the Council of Legislators of the Russian Federation;

Deputy Co-Chairs of the Council of Legislators of the Russian Federation;

chairmen of the legislative (representative) bodies of state power of the constituent entities of the Russian Federation, representing federal districts(one representative from each federal district);

chairmen of commissions of the Council of Legislators of the Russian Federation;

executive secretaries of the Council of Legislators of the Russian Federation with an advisory vote.

Candidates for members of the Presidium of the Council of Legislators of the Russian Federation representing federal districts are submitted for approval by the Council of Legislators of the Russian Federation by the co-chairs of the Council of Legislators of the Russian Federation after the approval of these candidates by the chairmen of the legislative (representative) bodies of state power of the constituent entities of the Russian Federation that are part of the corresponding federal district.

17. Presidium of the Council of Legislators of the Russian Federation:

determines the place and time of holding the next meeting of the Council of Legislators of the Russian Federation, unless the Council of Legislators of the Russian Federation decides otherwise;

organizes the preparation of proposals on the composition of commissions of the Council of Legislators of the Russian Federation and on candidates for chairmen and deputy chairmen of commissions of the Council of Legislators of the Russian Federation and submits proposals for consideration by the Council of Legislators of the Russian Federation;

hear information about the activities of the commissions of the Council of Legislators of the Russian Federation;

on the proposals of the commissions of the Council of Legislators of the Russian Federation creates temporary working groups;

approves the work plan of the Council of Legislators of the Russian Federation and its Presidium;

organizes consultations, seminars, conferences, research on the problems of lawmaking, state building;

assists in the holding of federal and regional events on issues of legislative activity;

considers the reports of the commissions of the Council of Legislators of the Russian Federation on matters within their jurisdiction and takes decisions on the said reports;

analyzes the implementation of the work plan of the Council of Legislators of the Russian Federation;

solves issues related to the interaction of the Council of Legislators of the Russian Federation with the chambers of the Federal Assembly of the Russian Federation and the legislative (representative) bodies of state power of the constituent entities of the Russian Federation;

18. Meetings of the Presidium of the Council of Legislators of the Russian Federation are held as needed, but at least twice a year.

A meeting of the Presidium of the Council of Legislators of the Russian Federation is competent if at least half of the members of the Presidium of the Council of Legislators of the Russian Federation take part in its work. The decision of the Presidium of the Council of Legislators of the Russian Federation is adopted by a majority vote of the members of the Presidium of the Council of Legislators of the Russian Federation present at its meeting.

19. Representatives of commissions of the Council of Legislators of the Russian Federation may take part in the work of the Presidium of the Council of Legislators of the Russian Federation on behalf of the chairmen of the respective commissions.

20. The meeting of the Presidium of the Council of Legislators of the Russian Federation is chaired by the co-chairs of the Council of Legislators of the Russian Federation (as agreed). The co-chairs of the Council of Legislators of the Russian Federation have the right to assign one of their deputies to preside over a meeting of the Presidium of the Council of Legislators of the Russian Federation.

VIII. Commissions of the Council of Legislators of the Russian Federation

21. Commissions of the Council of Legislators of the Russian Federation are permanent working bodies of the Council of Legislators of the Russian Federation.

22. Commissions of the Council of Legislators of the Russian Federation are formed and abolished by the Council of Legislators of the Russian Federation on the proposal of the Presidium of the Council of Legislators of the Russian Federation in accordance with the areas of activity of the Council of Legislators of the Russian Federation.

The number of commissions of the Council of Legislators of the Russian Federation is approved by the Council of Legislators of the Russian Federation on the proposal of the Presidium of the Council of Legislators of the Russian Federation.

23. The commissions of the Council of Legislators of the Russian Federation include chairmen of the legislative (representative) bodies of state power of the constituent entities of the Russian Federation, chairmen of committees of the Federation Council and chairmen of committees of the State Duma. As an exception, the commissions of the Council of Legislators of the Russian Federation may include members of the Federation Council and deputies of the State Duma authorized by the chairmen of committees of the Federation Council and chairmen of committees of the State Duma, respectively, representing the profile committees of each of the chambers of the Federal Assembly of the Russian Federation.

Members of the Federation Council and deputies of the State Duma may take part in meetings of the commission of the Council of Legislators of the Russian Federation with the right of an advisory vote.

Each member of the Council of Legislators of the Russian Federation may be a member of no more than two commissions of the Council of Legislators of the Russian Federation.

24. The commission of the Council of Legislators of the Russian Federation is headed by a chairman who has two deputies.

The chairman of the commission of the Council of Legislators of the Russian Federation and the deputy chairmen of the commission are elected by the members of the commission from among their members.

25. Commissions of the Council of Legislators of the Russian Federation, within the framework of the issues assigned to them and in accordance with the work plan of the Council of Legislators of the Russian Federation, or on behalf of the co-chairs of the Council of Legislators of the Russian Federation, deputy co-chairs of the Council of Legislators of the Russian Federation or the Presidium of the Council of Legislators of the Russian Federation:

carry out, at the proposals of the legislative (representative) bodies of state power of the constituent entities of the Russian Federation, a preliminary consideration of draft legislative initiatives, analyze the conceptual provisions of draft federal constitutional laws and draft federal laws prepared by these bodies for submission to the State Duma and aimed at implementing state policy;

carry out, within the time limits established by the deputy co-chairs of the Council of Legislators of the Russian Federation, prepare conclusions for draft legislative initiatives and place these conclusions in the "Expert" subsystem of the ASOZD in the prescribed manner;

consider appeals of interregional parliamentary associations in the field of legislation;

interact with committees of the Federation Council, committees of the State Duma, legislative (representative) bodies of state power of the constituent entities of the Russian Federation, as well as with advisory and advisory bodies under the President of the Russian Federation, the Government of the Russian Federation, chambers of the Federal Assembly of the Russian Federation and other interested bodies and organizations;

IX. Procedure for the activities of the Council of Legislators of the Russian Federation

27. The Council of Legislators of the Russian Federation holds regular meetings as needed, but at least twice a year.

28. An extraordinary meeting of the Council of Legislators of the Russian Federation may be convened by the co-chairs of the Council of Legislators of the Russian Federation or its Presidium.

29. Information about the place and time of the meeting of the Council of Legislators of the Russian Federation is communicated by the Presidium of the Council of Legislators of the Russian Federation, its executive secretaries (as agreed) to the members of the Council of Legislators of the Russian Federation, as a rule, no later than one month before the day of the meeting.

30. Meetings of the Council of Legislators of the Russian Federation are held in the Council of Federation, the State Duma, the legislative (representative) body of state power of one of the constituent entities of the Russian Federation, other state bodies of the Russian Federation in agreement with the co-chairs of the Council of Legislators of the Russian Federation in accordance with the work plan of the Council of Legislators of the Russian Federation Federation and its Presidium.

31. A meeting of the Council of Legislators of the Russian Federation is competent if at least half of the members of the Council of Legislators of the Russian Federation are present.

32. Members of the Federation Council, deputies of the State Duma, representatives of federal state authorities, state authorities of constituent entities of the Russian Federation, local self-government bodies, the Public Chamber of the Russian Federation, scientific institutions and organizations, public associations and religious organizations.

33. Decisions of the Council of Legislators of the Russian Federation are taken in the form of recommendations, proposals, statements, appeals. Meetings of the Presidium of the Council of Legislators of the Russian Federation, meetings of commissions of the Council of Legislators of the Russian Federation and meetings of temporary working groups may be held during the period of the meetings of the Council of Legislators of the Russian Federation, as well as in the periods between meetings.

35. Meetings of the Council of Legislators of the Russian Federation are open.

36. As a rule, one of the co-chairs of the Council of Legislators of the Russian Federation presides at a meeting of the Council of Legislators of the Russian Federation (as agreed).

X. Ensuring the activities of the Council of Legislators of the Russian Federation

37. The activities of the Council of Legislators of the Russian Federation, the Presidium of the Council of Legislators of the Russian Federation, commissions of the Council of Legislators of the Russian Federation and temporary working groups are provided by the Office of the Federation Council and the Office of the State Duma.

38. Work to ensure the activities of the Council of Legislators of the Russian Federation, the Presidium of the Council of Legislators of the Russian Federation, commissions of the Council of Legislators of the Russian Federation and temporary working groups are organized by the executive secretaries of the Council of Legislators of the Russian Federation.

39. The procedure for ensuring the activities of the Council of Legislators of the Russian Federation, the Presidium of the Council of Legislators of the Russian Federation, commissions of the Council of Legislators of the Russian Federation and temporary working groups is established by the co-chairs of the Council of Legislators of the Russian Federation on the proposal of the executive secretaries of the Council of Legislators of the Russian Federation (as agreed).
